I am happy to share the news that Third gender Dilu Budujha from
Narchang Village development Committee of Magdyi District of Nepal
has recently got citizenship ID according to his gender identity, Dilu
was born as female and grew up as a masculine person, works at Blue
Diamond Society as a human rights activists. Dilu (also knows as Badri
and from indigenous community from far west of Nepal) is a permanent
member of UML (United Marxist and Leninist party), the third largest party in Nepali parliament and the current Prime Minister of Nepal is president of UML.
The Nepali constitution, law and citizenship regulations doesn't
prevent Nepali third genders to have citizenship ID. It used to be
matter of practice that only Nepali men and women were issued legal
ID. Mant districts were waiting to get circular from the home ministry
to issue citizenship ID to their genders but it appears they waited
too long since the supreme court decision in Dec 21 2007 in favor of
sexual and gender minority of Nepal including ordering government to
issue citizenship ID to third gender.
So the chief discrit officer of Magdyi's decision and granting
citizenship ID to Dilu Budujha is commendable as this is some thing
about implementing the Supreme Court decision and also respecting the
citizens of Nepal regardless of their gender identity and sexuality.
This is the second citizenship ID is issued to Nepali third genders
after Bishnu Adhikari from Kaski district since the court decision in
2007.
Congratulation to Dilu Budujha.
I like to call Prime Minister of Nepal Hon Jhala Nath Khanal
(especially when the PM has not appointed any one as home minister
yet) to issue circular immediately to all the districts to issue
citizenship ID to third gender as many districts still are reluctant
to issue citizenship ID without government instruction .
